30 of the 47 records in the ledger put an eligibility step in front of the order. 13 let a product reach checkout with no evaluation of the buyer, and 4 carry a null. The split is not subtle: every record that gates is a telehealth service, and every record that does not is a research vendor.

Criterion S2, prescription gating is the only one on this Standard that cannot be read off a page. Marketing copy asserting that a clinician reviews every order is recorded under S1; S2 asks whether the order path actually stops. It is recorded by walking that path with dummy data and halting at the first screen that demands intake answers, an account, or payment. 24 of the 47 records carry a basis naming the exact screen the walk reached.

The number, with both denominators

By kind: every one of the 30 telehealth services gates the order. None of the 17 research vendors does, 13 of them checked and 4 carrying a null. The criterion therefore separates the two kinds of seller in this ledger without a single exception in either direction. That is worth stating plainly and worth not over-reading: it describes 43 checked records on one date, not the market.

Where each walk stopped

The screen a walk reaches is the finding. A path that stops at a question about height and weight has asked something about the buyer before taking money. What a gate is not

A stop is not a safety finding. It establishes that something was asked before an order could complete, and nothing at all about what was done with the answer. Several of the walks stopped at a first question about height and weight, which is a screening question; several stopped at an account-creation or payment screen, which is not. The Standard records both as a pass because both interrupt the purchase, and the basis says which one a reader is looking at so the difference is not lost in the disposition.

Nor does a failure mean a seller broke a rule. A research vendor that lets a product reach checkout is doing what a research-chemical storefront does, and it usually states in its own terms that the product is not for human consumption. What the criterion records is the structural fact underneath: on those 13 records, nothing between the product page and the payment screen asks anything about the person buying. The two counts agree, which is the unremarkable outcome and the one worth recording: no record in this ledger claims an evaluation it does not also gate for. A claim and a gate are still different facts, checked in different ways, and the agreement is a finding rather than an assumption.

The pairing matters because the claim is cheap and the gate is not. Any site can print a sentence about licensed providers. Only a site that has built an intake can stop an order with one, and only a walk can tell the two apart. That is why S2 is recorded by walking rather than by reading, and why an unfinished walk is recorded as a null under the same null rules every other criterion uses, never as a failure.
