The state of the Standard, edition 1
25 records, 19 telehealth services and 6 research vendors, against the 8 criteria of Standard v1.1: 200 cells, of which 143 pass, 43 fail and 14 are not verified.
This is the first periodic edition. An edition prints the whole matrix at one size of ledger, names every null, and states what moved since the edition before it. Edition 1 has no predecessor. A later edition publishes when the ledger has grown, and each edition stays at its own address, so a citation to one is a citation to a fixed set of numbers rather than to a page that changes under the reader. The census was run August 2026, over every record in the ledger.

The matrix
Each cell reads pass, fail and not verified, in that order. The denominators are in the column headings. Nothing is summed downward: a column total would be a score, and this site publishes none. Each row is a fact about one criterion, and the rows are not ranked against each other.

Every null, named
14 of the 200 cells are not verified. A null is excluded from every numerator on this site and named wherever it is excluded. Two kinds of null exist, and the basis says which: 6 cells record that the check has not been performed, and 8 cells record that a check was attempted and the evidence did not resolve.
The criterion the licensed services fail and the vendors pass
S5, analytical documentation, is the row that runs against the grain of the rest. Among the 19 telehealth services, 1 publishes a reachable certificate or lot document, 12 do not, and 6 have not been checked. Among the 6 research vendors, 5 publish one, 0 do not, and 1 carries a null. This edition reports no rate for the telehealth services on S5, because 6 of the 19 telehealth records carry a null there, and a rate quoted against a field of nulls would be a finding about checks nobody performed. The counts are printed; the rate waits for the nulls to close.
What moved under version 1.1
S8 re-scoped from Enforcement record to Enforcement status. A warning letter is now recorded and dated on the seller record rather than failing the criterion; the failing disposition is reserved for an action that halts the business, such as an injunction, consent decree, or seizure. Most warning letters concern marketing and labeling claims. Two dispositions changed under this revision: Direct Meds and Swiss Chems.

Every record in this edition, with the count of criteria it passes and the count not verified beside it. The count is a fact about the record and not a rank: a null is not a low count, and two records with the same count may fail different criteria.
